I would not wish to conclude my statement without reference to Gibraltar. Every year the General Assembly reiterates its mandates urging Spain and the United Kingdom to pursue bilateral negotiations in order to reach a definitive solution to this dispute. I want to confirm here that my country will maintain its willingness to negotiate a solution that benefits the region as a whole, and to hear the voice of this non-autonomous territory.
Does this mean he's willing to let a referendum in Gibraltar settle the dispute?
